SENIOR MANAGER FOR REGULATORY AFFAIRS
Certificates of Need, licensure, and market studies re: need for assisted living facilities; worked with Marriott owned or operated facilities to ensure compliance with specific State assisted living facility policies & regulations
• Performed special studies regarding Assisted Living Facility (ALF) and nursing home licensure requirements e.g. analysis of nurse staffing ratios, facility requirements, clinical programs
• Participated on/contributed to several statewide assisted living task forces which interacted with State officials regarding regulations for the design and operational requirements for assisted living facilities

STRATEGIC HEALTH INITIATIVES 1986-1998
PRINCIPAL
Developed feasibility studies, marketing plans, and Certificates of Need for providers seeking to add healthcare services and facilities e.g. sub-acute care units, magnetic resonance imaging programs, outpatient mental health services.
Developed managed care studies and marketing plans, and assisted in PPO development by hospital systems or alliances
• Created business plan for implementation of a Regional Healthcare Purchasing Alliance for a Chamber of Commerce seeking to control healthcare costs
• Developed managed care business plan for a major regional home care agency
• Created model for and achieved State regulatory/CON approval for a research and teaching model Psychogeriatric Nursing Facility

Developed hospital strategic and medical staff development plans, worked with architects to design new facilities and gain needed State regulatory approvals, and developed program marketing plans for new clinical “centers of excellence

MONTGOMERY COUNTY HEALTH PLANNING AGENCY 1973-1978
DIRECTOR OF PROJECT REVIEW AND EVALUATION
Conducted studies, wrote health plans, and reviewed health care provider CON applications to assure availability and cost efficiency of health services; also developed a 140 page County Databook for use by county planners, health department personnel, governmental representatives, and the health provider community. Developed area wide health plans and assisted in the analysis of Certificates of Need from area providers seeking to add new facilities and services; also authored several special studies e.g. hospital governance for local county-owned hospital; Medicare reimbursement for home care services).
